Application Process Information
Applicants will not be discriminated by race, religion, sex, sexual orientation, national origin, marital status, familial status, or source of income.
Non-English-speaking applicants may provide an interpreter if needed.
Each applicant must be 18 years or older and submit a separate complete, accurate, legible and verifiable application to be considered.
Government issues picture identification is required along with application.
The cost for a credit check is $50 paid directly by the applicant to the credit reporting bureau. The payment is nonrefundable once processing has begun, even if the applicant decides not to enter into a rental agreement.
The property manager may require the presence of all possible occupants for the application interview.
If the application is approved a credit check, paid by applicant, is ordered. After final approval a rental agreement will be signed within 3 days.
Once a rental agreement is signed the tenant must:
obtain, and submit a copy of, renter’s insurance in the amount of $100,000.00 per occurrence listing Clara Property Management LLC as an interested party. The following exceptions apply:
If the household income of the tenant is equal to or less than 50% of the area median income, adjusted for family size as measured up to a 5-person family, as determined by the Oregon Housing Stability Council based on information from the United States Department of Housing and Urban Development
contact each utility company to set up accounts in tenants name and be responsible for payments unless otherwise stated in the lease.
Falsified information may be grounds for denial or termination of the rental agreement.
The Application includes:
Rental references
Income and employment verification
Consumer credit report
Public record / criminal report
The processing of an application will result in 4 possible outcomes:
Acceptance of application
Conditional approval with requirement of up to one month's rent as additional security deposit
Conditional approval with qualified cosigner
Denial of Application
If the application is denied, the applicant will be notified in writing of the reasons of denial, as well as the name and address of any tenant screening company or consumer credit reporting agency that provided a report upon which a denial was based.
Fees may be charged during tenancy for:
Late rent fee; $100. Rent is due the 1st of the month, late fee will be assessed on the 5th day.
Dishonored check $35 plus bank charges.
Smoke and/or Carbon Monoxide Alarm tampering, $250.
Pet policy violation fee after initial notice and up to 1 year of initial notice not to exceed $250 per violation and possible lease termination.
Smoking and vaping policy violation after initial notice and up to 1 year of initial notice not to exceed $250 per violation and possible lease termination.
Early Termination of Lease of 1.5 times the monthly rent.
Non-cleanliness, to include animal waste, garbage, recycling, rubbish or other debris, after initial notice and within 1 year each subsequent violation $50.

Application Criteria
Income Requirement
At least one year in present job, or in the same type of work, or be able to show dependable income from another source.
Applicants total monthly gross income must be 3 times the amount of the rent (excluding overtime pay).
The applicant must provide verifiable documentation of income
Rental History
Provide information necessary to verify rental or home ownership history for the past three years. Rental history must be from unbiased sources.
No evictions within the past five years. Evictions that resulted in dismissal or a judgement for the applicant or occurred during the COVID-19 Protected Period (4/1/2020 through 2/28/2022) will not be considered.
Tenant must have complied with all terms of previous rental agreements including:
Timely payment of rent
No reports of disturbing neighbors
No damage to the property in excess of normal wear and tear
No violations of pet, smoking or landscaping policy
Proper notice given when terminating tenancy
Credit Criteria
No evictions, unpaid collections or judgments excluding COVID-19 Protected Period (4/1/2020 through 2/28/2022).
No late payments.
Public Record
Any individual whose occupancy could constitute a threat to the health or safety of other individuals or could result in physical damage to the premises will be denied.
Criminal convictions will be evaluated on a case-by-case basis.
Unacceptable criminal history includes, but limited to:
Illegal Drug-related crime (excluding a conviction based solely on the use or possession of marijuana)
A person crime
A sex offense
Financial fraud, including theft and forgery
Any other crime of a nature that would adversely affect the property, landlord, tenant and/or the health, safety or peaceful enjoyment of others.
An Applicant may submit a supplemental written explanation with the application to explain, justify or negate the relevance of potentially negative information.
An increased Deposit or a Co-Signor may be exercised as an exception at the discretion of the Landlord.
Reasons For Application Automatic Denial:
The application is not complete, accurate, legible, or verifiable.
A reference from a present or previous landlord which reports:
Unacceptable criminal history
Hostile or threatening behavior to the landlord or neighbors
Applicant’s noncompliance with the rental agreement
Damage to the property in excess of normal wear and tear
A current, non-discharged bankruptcy action.
Housing-related debt, excluding the Covid-19 Protected Period.
Rental reference that would not re-rent for documented reasons.
Limitations For All Properties:
Conducting any business activities is prohibited, excluding day care.
No repairing or restoring any vehicles in the garage or on the property.
No aquariums, fire pits, pools, water beds, or trampolines without Landlord approval.
No pets without Landlord or Owner approval.
Occupancy limits will adhere to state and local laws.
No vehicle, boat, RV, trailer, or motorcycle to be parked on the lawn.
